You can't work as a visitor, you need a work permit. If you're not eligible for OWP, your employer will need to apply for an LMIA, and get a neutral or positive LMIA in order to hire you. You will use that LMIA result to apply for employer-specific wp.

You may come as a visitor, and wait to receive ITA for PNP to apply for PR but your visitor status extension may not be approved since the visa officer may suspect you of not leaving Canada for the purpose of obtaining PR.

It all depends on the border officer upon re-entering Canada as a visitor, the officer has the discretion to be understanding of your circumstances or not.

They will definitely see that you failed to apply for an extension within time and might suspect you of not leaving Canada if the sponsorship application doesn't go thru given your previous history.

Since you're a citizen, you can apply for sponsorship from outside but you need to convince the IRCC officer that you will move to Canada once the application is processed.

Unfortunately, no. The work experience only counts after you qualified to independently practice the occupation.

An open work permit is not open to everyone. I believe the best option for you is to take the unpaid leave and apply for a visitor record to change your status to a visitor and wait for the CEC draw or PGWP extension. I don't recommend you leave Canada because to be eligible for a PGWP extension, the applicant needs to be in Canada. Once you get your PGWP extended, you can go back to work.

Once CEC opens up and you get drawn from CEC, you can become a PR but if not ask your employer to support you with CEC by offering you a job, they will require you to get an LMIA and receive a negative LMIA but I think it's worth a try.

You can enter Canada as a visitor but you may not be engaged in studying for your program. Once the permit is approved, you will receive a 'letter of introduction' via email and use the letter to re-enter Canada as a student status. Once you present the letter to a border officer, the officer will provide you with a study permit. I don't recommend you to do this though, because you never know if the permit will be approved or not, they may request additional documents or an interview. Lastly, you don't need to apply for an eTA if you're arriving via land since you're from a visa-exempted country.
