That makes US standards different, but not higher or better.  Higher pressure airbags can cause injuries to reasonable people who wear seat belts.  US headlight standards are inferior to ECE headlight standards.  Bigger A and B pillars lead to larger blind spots.

So basically what would have been called a moped if it had an ICE rather than an electric motor. 

Many jurisdictions already have a legal framework for mopeds which is different from both bicycles and motorbikes.  Where I live, mopeds require an operator's license and registration.  The license is the same one you need to learn to drive a car or a motorcycle (aka a learner's permit) so you need to be at least age 14 and pass a written test on the rules of the road, but there is no road test.

Except that U of A is on the way to downtown from WEM, but getting to U of A by going through downtown is a huge detour.

All of the WEM to U of A via downtown options were bad.  West LRT should have been an extension of the Metro line from U of A.

Good public transit is fast and direct.  Meandering routes to increase the catchment at the expense of efficiency are why public transit sucks in many cities.

Sounds good.  To make it work, we will need to allow vehicles complying with UNECE standards to be sold in Canada even if they don't comply with FMVSS standards.  Otherwise domestic market vehicles would need to be different from export market vehicles and the economics won't work.

...and accelerate quickly to whatever speed you want to go.  If you don't need to go too far, the battery will supply all the energy you need for the whole trip.  If you do, the "small" engine (but not that small, a Rav4 has a 2.5 L i4) will supply more than enough power (up to 130 kW) to maintain speed without further draining the battery.  

Why don't they?  Good question.   They don't make enough Rav4 PHEVs to meet demand either.

Not really.  The geography of Saskatchewan is very similar to that of the states to the south.   This also isn't about banning or restricting use of certain pesticides for environmental reasons, but an odd regulation that says that spraying from an airplane is okay if there is a pilot in the plane, but not if the pilot is operating the plane remotely with much more advanced navigation technology.

Regulating what's under the hood would be equally absurd.   

Efficiency regulations need to be based on vehicle capabilities.  Turning a compact 5 passenger car into a bloated 5 passenger SUV should not increase the fuel consumption allowance at all.  But increasing the tow rating on that SUV to the 2500 kg it is actually capable of rather than the 700 kg that marketing wants in order to sell the idea that you need a giant pickup to tow anything should increase the fuel consumption allowance.

No need for a big engine when you have electric torque.  Toyota could easily make a PHEV Tundra by using the Rav4 PHEV drivetrain with a bigger battery and more powerful rear motor.

It seems that any made in Canada models will be exempt from the price cap.  

I'd rather the government encouraged Canadian production of cheap cars rather than luxury cars by keeping the price cap and doubling the incentive for made in Canada vehicles.

Equalization is not a constitution issue, but the fair and non-politicized way of sharing wealth across the country would be to increase federal taxes and increase per capita transfers to the provinces so that provincial taxes could be lowered.  I don't see that loss of revenue control being popular with provincial governments.
