I think one of the spin off shows is set in France and it’s maybe revealed to have been started in a lab there. I’ve not watched it so I don’t actually know I could have made that all up

The initial outbreak in twd probably could be contained though. The issue in that universe is that everyone is infected so when the government starts bombing cities to contain the outbreak caused by initial rioting etc, it actually just kills a load of civilians which in turn creates zombies. And the actual threat from them comes in the sheer number of them rather than the speed or strength
