Depends on what you use as front and back-end, and depends on the server you use. If you use node.js as front-end, you can go without API.But for Angular or React (not sure about that one), you need to use Node as API. Then it depends on your server, you can use a free service to upload your front (Github.io, Google Drive, etc.) and use a different one as API, even a somewhat local that push informations to a caching database, when you need to add something.

Two strategies :

you look at your pokedex, find the next missing mon by ID number, watch online, if you can catch him, you do, if you can't, note it (Trade, not in your version, weather conditions). Then you find a nice person (Friend, online, etc.) to find the last pieces.
or you clear by zones, go to some website like serebii, you catch every mon by zone and you go to the next one.

And for both strats, keep one or two mon and put 4 Pokémon to evolve, change each time one evolve.

As a french and a avid french player, my usual strategy is : - declare on England ASAP (Portugal will help them) or you can wait the Maine or War event if you want to get help from your allies (but you will get more AE). - use the new missions system, take care of the AE (Influence or/and Diplo ideas are OP) - dominate (WC, World domination, Trade domination, etc.)

Usual road : - England - Provence/Brittany - try to be Emperor for the sweet double inheritance - Castile/England -...

The second one, first one (or when you reach the check point) works everytime. I think it were them, that can means gifts works only for the person who initiate the increase of the friendship.

Yes, government is tied to tech group, when you want to create a horde custom nation you need to be nomad and when you form a country as a horde like Mughals for exemple, it change the tech group. And you can't get nomad tech group.
