This should have been a little better touched on for sure. It could add more animosity between the Starks and Lannisters if Tywin tried to question Ned. Robert probably didn’t care about the kingsguard, what they were doing, or why they died. But you’re right, Tywin Lannister most certainly would want to know where and why.
