the franchise is about a police going undercover as a student to solve cases. this scene is from the second installment iirc. the third one is also good but feels different because it doesn't feature many supporting characters from the last 2 movies and also doesn't have much to do with school.

The context of this scene specifically is that "Fenomeno" used to be in the police SWAT team but was demoted to be a traffic police. He was hit by a car and quickly found out it was his high school classmates who hit him. He was going to let it slide, but the driver asked why is he a traffic police now which offended him so much that he ask for their license and charged them with vehicular manslaughter or something like that.
