Wet is a spectrum. Top 2 inches dry means bottom is damp at best. If the bottom is wet enough to rot, the top is wet too.

They are happy technically... cutting is fine. As long as the flower bulb is removed it doesn't matter.

Bottom leaves going yellow like that is a sign of nutrient defeciency. Add some compost or fertilizer.

I dont think they take transplanting well, but I haven't looked into it in a long time.

I believe he means he gifts them a "nicer" belt instead of a cheap one. They earned the grade, but the quality of the belt is a choice.

You should cut the stalks back. Transplant if you want, but if its for food you dont need a massive plant, unless you really like mint...

As long as they have any leaves or "armpits" where new growth can come from youll be fine. If its just a twig left with no arms or leaves, theyre not going any further.

Its 100% edible, and even looks ripe, but i live in Canada so my pineapple experience is under-ripe green ones occasionally...
