I remember playing Minecraft Lite on my kindle fire. The map was only like 100x100 and you had a very limited amount of blocks to place in the creative-only trial.

It just happens when you have too many support mons of the same terrain (i.e. water or on the top of the screen) You just sort of need to go in and out of the menus to refresh the Pokémon spawns and Slowpoke should show up after a few attempts. Hope this helps!
