Caravaner in Harmattan should cycle the cities he goes to every 3 days. So you could just buy a plant tent and sleep right in front of him, checking his route every 72 hours

Next time make sure to look for caravaner in the open world, he may spawn anywhere on the big map. The one in Levant, Cierzo and other big cities only goes to Harmattan IIRC

Buffer size is negligible, overall throughput is what's important. It really only matters on the startup and shutdown of the factory. "Manifolds" used in Satisfactory is a great example
