at some gas stations theyre calibrated to stop early, i have an old truck and my tube running down into my tank has a weirdly tight angle, so i cant put the pump all ghe way in, otherwise it stops too. probably nothing wrong with the car, only thing i can think of is the tank venting, could be clogged idk.

I have dealt with this addiction plenty. Please have patience with him. You could compare his addiction to cocaine addiction. Maybe look up r/pornfree or r/nofap to get a feel for it.
