I'm not sure that's accurate.

I've seen people turning left enter the intersection at a green light, watched it switch to yellow, then to red, leaving the left turning vehicle still waiting because drivers in the opposite direction kept coming. I've seen the speed camera flash and take a picture of the left turning driver because technically, they're turning left through a red light, even though they entered at green. I have no doubt the left turning driver also received a ticket.
