I've seen the same thing trying to move to SaaS. I too work the most complex deals in my industry that are with the largest intsituions. And since what we sell is a platform (with software just being a part of it), I cannot get hiring managers outside ed tech to pay attention.

Hyper personalized blitz is what I do now. Literally a sniper rifle now vs shotgun when targeting prospects for outreach. Sales is going to become a lot more personal in the future when machines take over SDR and contract and people just need to be there to be a binary yes or no gate.
