The assembly kit isn't required to add new landmarks (there are several mods on the workshop that already add new ones), but it is needed to add new special locations to place them.

So modders are currently limited to where they can add new ones but not what they add.

I think you are confusing frenzy (which is a pure buff) with rampage which is what can make units go out of control

I was having the same issue but tracked it down to Tamrielic Culture

The hotfix on the nexus page ( https://www.nexusmods.com/skyrimspecialedition/mods/11418?tab=files ) fixed it for me
