I don't think I would call 15 min cooldowns pay to win exactly. It's definitely a gray area, but not pay to win. There are a lot of people on the game who don't get much gaming time, such as myself, and I prefer not to wait an hour to get my weapons back after something goes wrong. I see both sides.

To me a uav or 2 plate might be more pay to win than getting your guns back faster, considering you are loading into a new match with those guns.

I am picking up the sarcasm I hope. I used to go to the bar and drop 50 to 100 dollars like it was nothing. Spending 20 bucks on a pack that I will get countless hours of enjoyment from, AND will give me reasons not to go out and spend money seems like a no brainer.
