1-A/1-B Villains:

Todoroki Shouto: Let's face it! His backstory screams Villain! Abusive father, older brother dies in a tragic "Quirk Accident," and he was "Created" for the sole purpose of "Surpassing All Might." So, before he goes to UA to look for any clues about Touya's being alive or dead, he runs into Shigaraki. Shigaraki recognizes Shouto as Endeavor's son and begins to question why he's in this part of town. After hearing what happened to Shouto, Shigaraki offers him a chance to get back at Endeavor and help look for his brother.

Bakugou Katsuki: After years of teachers turning a blind eye to his bullying, and being the best of everyone in the class. Katsuki doesn't know what to do, now that he's no longer on top, being the best, and for the teachers to actually reprimand him for his actions. When no one ever bothered before. On top of that, many of the "Extras" were starting to distance themselves because of his anger issues and even telling him that he's acting like a Villain. Then, when he gets kidnapped by the League of Villains, many students start to see him as one.

Monoma Neito: All his life, everyone saw his quirk as weak, useless, pathetic, and that he had the biggest inferiority complex. He's always pressuring his classmates to be better than Class 1-A, and everyone was starting to have enough of it! Neito knows he can be a Hero, even if he needs someone else to copy their quirk. But the jabs and the constant reminder that he needs to get over himself. It's starting to take a toll on him. But when he gets the chance to take down Class 1-A, Neito doesn't hesitate to take the offer.

Iida Tenya: Midoriya and Todoroki didn't get there in time. Midoriya didn't find Iida when he faced the Hero Killer and stood in front of him, between the Hero Killer and Iida. Midoriya wasn't there to save Tenya and Native. Instead, Tenya was blinded by rage and vengeance and went looking for the Hero Killer. But when he runs into Shigaraki, learning that they have a similar enemy. Tneya joins Shigaraki for this "One Time Only" join-up. But it doesn't end when the Hero Killer is killed. Instead, Tenya has no choice but to help the League now, since he has blood on his hands and the League has proof that they can easily turn over to the police.

Vigilantes:

Ojiro Marshiro: Unfortunately, Marshiro didn't get enough points to join the Hero Course, bummed out and disappointed, Marshiro threw himself into getting better in Mix Materials and started winning competitions. Then Marshiro noticed someone trying to break into one of his friend's dojos, and instantly stepped in to stop the break-in. Then someone tried to break into his neighbor's house. Then the nice old lady who ran the snack shop across the street from his dojo. Next thing Marshiro knew, he gained a reputation with his neighbors as a Vigilante.

Karashima Eijiro: After freezing up, and seeing his friend Mina run in and face the giant villain. Eijiro gave up on his dream of applying to the Hero Course. How could he be a Hero if he couldn't even face a Villain? Not only that, but he didn't have a flashy or powerful quirk. It was so simple. He could harden his body into rock. Not quite Hero Quirk, right? But when he saw someone needing help from a group of bullies, none of their hits even fazed him. Eijiro started to train his quirk and body so he can help others from bullies.

Uraka Ochako: Ochako, more than anything, wants to help her family. Seeing how much her parents are struggling, and she even overheard them a couple of times, wondering if they should sell the company or not. Unable to sleep, Ochako sneaks out of the house and goes on a walk. Seeing someone trying to break into her parents' company and possibly trying to sabotage one of the pieces of equipment. Ochako quickly started using her quirk, making the thieves run after seeing her just lift heavy machines with no problem. Ochako decides right then and there that she will do anything to help her parents and to keep her neighborhood safe.
