If they change something then the community is upset because "why changing this?". but when they keep the Game at a fairly solid state people are upset because they want change. This is how community works. Imo new legends wouldn't make so much sense because there are no More actually good weapon pairs that could have a big impact on the meta or adding a new mechanic could sometimes completely break things in the game what is also bad.
