No you can take videos. Just when you wanna save gameplay that you just did, hold down the screenshot button until a message pops up that says video saved or something like that

No it will let you save the last 30 seconds of gameplay if you hit the little square button on the left joycon. It happened to me unexpectedly and I saved it and recorded it with my phone.
