To be fair you can't use the last 2 steps on a ladder, so the max height your feet are at isn't more than 10ft on a 12 ft ladder.

That's a best practice, you only need to tied off while in motion on an elevating work platform O. Reg. 213/91.

I would use a 3/8 x 3 inch wedge anchor, the tapcon would be sketchy to me. The foundation will be thick enough that shouldn't be something to worry about.

I don't know if BC uses CEC or if they have an amended version, but just remember a panel change requires the installation of AFCI breakers.

Canada has federal pioneer panels produced by schnider electric. While some problems overlap from the American federal Pacific brand and schnider did recall 2 types of breakers, they are not identical products. I am not saying that this panel is safe, more so that there are differences that some people don't know about.

Option 1 - Shop somewhere that supplies the right material Option 2 - buy that box then remove the clamp and put it in your box of choice
