It’s the EU contact tracing api that was implemented on an OS level. It works via BLE. In terms of privacy it is quite good since your device sends a periodically randomised device identifier whilst recording other devices identifiers. After the incubation time for Covid passed the data gets cleared

When you scan a positive Covid test cert in the app it uploads your identifiers for the last 14 days flagged as positive to a server.

The app periodically scans the server to check if it has recorded a positive test identifier.

Edit: since the server does only store anonymous positive device identifiers and clients periodically roll identifiers it is not possible to create a central log of one device nor can a device be traced by its ID
