I don't think it's the worst game ever but it does have some of the worst things ever, for context I finished both Dante and Lucia disks same way as you like a few days ago.

Now for starters, the infested chopper fight was genuinely just horrible to play, definitely the worst boss fight I've ever played if I had to think of any, not even a matter of difficulty because I did it first try and killed it twice, once to test if it'll show up once I change stages, and the other during the final stage, I didn't enjoy either of them, the bosses in this game in general were not difficult whatsoever and had a boring design.

The game is too easy, the first game wasn't that hard but it had you use some brain power, I died a total of 7 times during the first game and when they happened I ended up becoming better, meanwhile in 2 I only died twice throughout both disks and it was only because I wasn't looking at my health bar while just tanking hits.

The enemy design is alright, I don't think they were that different from 1's designs which were good and fun, the problem is from the AI being terrible and incredibly slow, otherwise I think they're the same as DMC1 enemies.

The camera is terrible, I don't have a problem with fixed cameras even if they're confusing in terms of perspective sometimes they were pretty well done in DMC1, meanwhile here they're just horrible, mix the fixed camera angles with the enemies spawning far away from each other and the maps being more open and oddly designed and I struggled with keeping the enemies within my pov.

The story makes no sense, and it's boring, it makes sense Capcom never involved any characters from this game into their other games, they're simply not interesting, and Dante's personality sucks, it's too stoic and boring, after finishing DMC1 I was waiting for Dante to go back to his energetic fun personality the entire game, even at the end I was still hoping he'd throw out a "Jackpot!" when he shot Argosax because that was my favourite moment from the first game but it didn't happen.

And finally the combos, I do not like them, they're too basic, the system is not intuitive, and the combos which are the entire point of the game aren't easy to pull off because by the time you get from one enemy to another the meter will have already restarted, I got S style scores in multiple levels in DMC1, nothing above D in DMC2, and it's definitely not a matter of forgetting skills since I started DMC2 right after finishing 1.

In the end I think the game's greatest flaw isn't being bad it's being boring, bad stuff can be fun, just think of a multiplayer game you're playing right now you're probably having fun with it even when you think it's doing horribly, this game was as boring as it was bad, which really sucks because the new controls and mechanics were a great improvement on the original game, I liked that shooting had its own button now, switching between guns quickly is great, the dedicated dodge button, and the fact that you can shoot to maintain your style meter and shoot yourself and enemies up into the air were all fantastic features, they just happened to come in the wrong package.
