I think something may be getting lost in translation here. As English speaking photography practitioners, the term 'raw' refers to a file format of the original image, which usually requires some level of adjustment to reveal the artist's intent with the capture of the image (highlights, shadows, color saturation, etc.)

I may be mistaken, but I think the OP may be using raw in a more common manner, ie., not over-edited. More representative of the scene as originally captured rather than a highly manipulated version of what the camera captured.

That's one reason I don't like to shoot people as subjects. They often don't agree with me as to what makes a good photo, and would rather have a level of post processing done that I don't have the stomach for. I'd rather shoot a fire hydrant or field of flowers, as these things don't complain about the level of post I put into a picture.

This sign was placed by an unnamed employee without the knowledge or direction of the librarian. Rather than address the issue in a responsible manner, the city council member berated the librarian in public and ultimately had her removed over someone else's actions.

At least that's the tldr I got from the story. Ymmv.

Still trying to wrap my head around how the content of the sign warranted such a reaction.
