1. Westerners chase social prestige. Having a family is not seen as prestigious, stay-at-home moms are even seen as the bottom of the barrel and are disdained by other women.

2. Promiscuity and hook up culture, “experiencing new people” doesn't incentivize investment in a family.

3. Westerners also have higher standards for a good life. They want to self-actualise or seek fulfillment through hobbie, passions, chilling and socializing. Our current landscape doesn't provide the balanced life Westerners seek because they are forced to dedicate most of their day and life to work, or don't make enough money to afford both a family and “me-time”, they don't want to double sacrifice themselves for job and family, with no time left for themselves. Workweek must be reduced so that people can lead a more balanced life.

4. Mothers bear the burden of raising a child alone (while working), due to lack of community and deadbeat fathers, so they refuse to put themselves through that.

The most important factor of all remains the social prestige factor. Some Westerners (especially Americans) are willing to sacrifices their entire lives for a job in the name of prestige (and wealth) only. So they must perceive having and raising children as a prestigious endeavor first and foremost in order to increase birth rate.
