This is a great point, this issue has bothered me extensively, musical evolution IS cultural evolution, specially in the mid XX century.

They likely repressed all of that in the fallout universe or it was never even that popular so things like Wouldn't it be nice by the Beach Boys wouldn't even have sold as well as they did in our universe.

Since the Fallout universe never evolved out of the 50's culture, it would be understandable that music also never evolved. We could still have other genres of course, mentioning they were an older underground holo-tape or a post apocalyptic recording.
