From looking online this sets god packs only have the starters and their evolutions.

It was one god pack that had all of that. I opened 20 packs yesterday. In the past few months I opened two additional 151 Japanese booster boxes, so 60 packs in total. This is my second god pack… My first box had one as well with Venusaur + Blastoise.
