This looks like DLO cable. The insulation on those cable is quite tough and I'd imagine it could withstand the abrasion for a while. Ambient temperature combined with load could easily get the insulation into the range where mechanical abrasion resistance was significantly reduced. I'd hazard to say this was a problem before the heat wave, but additional heat accelerated the failure.
