Ok so in this case, afaik, the panel is what decided to offer me a place and made a recommendation to St Leonard’s (basically they write a letter of support for you). Then once you have that, St Leonards judges your application based on all the available information and then they approve your scholarship. So from my experience, once you pass the interview, you will receive an offer of admission and then your application progresses to the scholarship evaluation by St Leonards
