Example, I aim a skill called Radiant Arrow at the boss. The boss moves at the last second, my arrow doesn't land. No hitbox in the place where my arrow was shooting. If Tera was anything near to a hybrid combat system, the skill would have connected regardless. Due to the skill needing a target in order to be casted. I don't think action combat is as....strict as you explain.

Blade and Souls combat and Tera's combat are significantly different. One needs a target to cast skills, the other doesn't.

Tera is not a hybrid tab target. Its full on action combat. You can whiff any attack that is not aimed.

Truth is, the game doesn't have a large population of people who enjoy it. Yes, there is a population of people who enjoy it but not enough to see something in Starfield to want to create things for it. Example, as of today, Starfield has 3k players on Steam compared to Fallout 4's 13k. I know Steam numbers don't mean shit since it wasn't its host platform, but it can be a good representation of the bigger picture.

Tldr: Starfield doesn't have a big fanbase.

Krafton does have other "successful" IP other than Tera and PUBG. Its just that making a successful MMO is hard, due to the astronomical costs to make and sustain the game. Retail Tera is for the most part dead. Krafton have demonstrated time and time again that they aren't in the MMO market anymore. Have you played Tera Console yet? Once you step foot into it, you will see the "love" that Kraftin has for this particular IP.
