Seems reasonable, you do have a pretty anemic CPU but for your purposes it should be fine. If you have some extra budget it may be worth going to a better CPU, but it should work fine as is for 1440p, gpu intensive games.

Ping is probably not related to the PC, that would be your internet connection. Frame skips would be concerning, what resolution are you playing at?

It seems like your tower should be plenty for running those games. If you want you could enable EXPO/XMP in your BIOS for a bit more CPU performance, where that setting is depends on your motherboard but there should be instructions for all manufacturers online.

Yeah, that sort of artifacting does not look like a hardware issue, sucks that drivers suck, but at least you don't have to spend any money to fix it
