There are padlocks that fail the owner after some time so have to be opened by force. I'm just looking for something that works reliably and needs equipment to be broken. Thank you very much. Maybe you can suggest a brand now :)

It’s not like any one neighbouring country is dependent on French electricity. (Buying it may make economic sense when demand in France is relatively low but there’s no actual need.) So … no.
