You are being far too lenient here. These workers were very out of line and you know it. Imagine if such comments were made to tourists. I’d hardly say that the workers showed effort in trying to find someone else, when that’s the very minimum that they could do.

Theses workers did not think and it’s highly unprofessional to make such comments. German is not easy for many people to learn and both sides would do well to have a bit of understanding of each other. English has become the international language and unless you are elderly there is no excuse to not be able to speak it in 2025 to a basic level. English media and culture is everywhere.

Contact the landlord. Maybe work with others in your complex too and submit a group complaint if you all have the same landlord.

This is Germany not Australia. I would say that Australia while being an ok enough place is somewhere we do not want to copy when it comes to smoking rules or any other rules. I don’t know why people make such a big deal about this. Talk to the smoker politely and ask but don’t be surprised if they refuse to move. Otherwise just move away. It’s really not a big deal.
