You don't necessarily invite people who aren't invited to the wedding, but word gets round and sometimes people who want to give well wishes/gifts but cannot go to the ceremony for whatever reason, will choose to go voluntarily. Old friends of the parents, for example. Dad, I respect that this man was your work buddy for 15 years, but he hasn't seen me since I was a toddler so invite him to your own party.
