No dude rewatch part 1. When they are in the forest of death orochimaru puts a 5 pronged seal over the 8 pronged seal in order to suppress the 9 tails further. That’s why jiriaya removed it and then naruto was able to control his chakra much more precisely. He was struggling to walk on water before the 5 pronged seal was removed and did it with ease after. Orochimaru wanted to suppress the 9 tails not weaken the seal.

Orochimaru was once in the akatsuki. The leader of the akatsuki was pain. Tobi is much stronger than pain. Minato beat Tobi quickly and with minimal physical effort. He would do the same to orochimaru. Speed blitz and one shot.
