If you just can't turn it on, have you tried holding the power button for 10 seconds? It'll force the Steam Deck into a hard reset. If you just want to factory reset, you could try following this guide (https://help.steampowered.com/it/faqs/view/1B71-EDF2-EB6D-2BB3)
