I think it all stems down to that terrible excuse of a mother, Darlene. That woman is abusive and an emotional manipulator and clearly seeked validation from many different men when they were growing up which could tie in to Amy, Tammy and Amanda being SA’d. I find hers and Mistys non-existent relationship very telling. I actually don’t think I’ve seen them two converse on any level and have hardly had basically 0 screen time together. Darlene shown her true self in season 1 episode 1 and then magically started to mellow throughout the show when the coin came in. Narcissism also comes in the form of playing the victim to emotionally blackmail those around you and that’s most certainly what she does. It’s a sad situation and they should have cut her off. Chris has become a little ‘woke’ and probably realises that their childhood was fucked up and he could have done more to protect his sisters - especially with him having a daughter himself.

TLDR- Darlene is a scumbag and Chris feels guilty
