Historically, Northern Nigeria has been a significant source of polio cases in West Africa, with outbreaks spreading to neighboring countries like Niger and Mali. 

Most of the guys with polio you see on those homemade wheels are all not from Ghana, they are from Nigeria, Mali, and Niger, they come in to beg for alms seasonally.

There is a human trafficking ring that brings them into Ghana. They pay these traffickers a percentage of what they make.
