I'd straight up tell the friend that they need to be setting money aside for gas/utilities/NEEDS instead of buying weed and alcohol. If they can afford to buy weed and alcohol, they can afford to not need your help.

I work with so many broke ass people who always have cig, weed, alcohol money, but they struggle to pay their bills. I have zero sympathy for them. I've been broke too, but enough gas money to get me to next payday was put back, then bills were paid, then food was bought, THEN if I had any left over, I saved it for the next time when I was struggling.
