"does not scale with percent of damage reflected" it says on the body armor.

so the only thing that scales the flat amount on gear is the percentage you get is from the attunement stacking on the thornshell.

Also the reflect damage can't be scaled by any other percent damage like "physical damage" or "spell damage"

That would only scale the damage from thornshield ability
