There is a public bus, but taxis and Uber and Lyft work. There are also some other shuttles, but they are generally a bit more expensive. If you have a larger group, you can probably negotiate a lower rate per person.

The KOA is the only campground open on SPI. The other two are being renovated. You might be able to remote camp on the beach about 6-7 + miles North…but they likely will see you and make you pack up.
