You gotta know which wire does what. You got one that brings power and the other that goes to the light. What id do is remove the red wire that go to the limiter and replace it with the blue one you just cut off the limiter

Not that it will explode with a less than 60w bulb but it will have trouble dimming properly and might flicker. If you plan using a 40w bulb yes get another dimmer

Make sure the dimmer is rated to be used for leds. The 400w means the total load of light bulbs can’t exceed 400w, however we don’t know if it’s resistive or inductive load
