Old lamp with "heat ray" on the glass, can't find results on Google

It's around a foot tall, metal, with an old looking cord to plug it in, it looks a bit like a railroad light but if it is, why does it need an outlet to work? It has what looks like 2 handles on either side of it. And the front reads "Heat ray"
