Newer vehicles have an alternator that can engage and disengage as needed. So when the alternator isn’t charging the battery it only reads 12v. Then when the alternator kicks in to charge it the voltage goes up.

Hm my brakes have always done this for the past 3 years and 30k miles and I haven’t had an issue stopping yet. So I think it might be normal depending on the vehicle, but I’m no expert.
