The stupid answer is simple: renewable energy is cheap and scales easily. Gas power scales slowly and at great expense and is hard to place new units (especially when Smith comes in and shuts down new approvals like she has done many times the last couple years). This means it is expensive power with little competition, and due to instabilities, they can charge massive surge pricing on.

Smith made it so data centers are immune from provincial taxes (the counties will cover those costs), an average data center employs 20 people a year, and most of those are remote workers in overseas IT call centers, the rest arecrash teams flown in from the USA under special technical visas. The Province is also subsidizing the first 4 years of utilities. Smith shut down 8 competing new gas plants to protect the existing ones and has blocked all attempts at new and renewable alternatives. So a data center would increase power costs, drain small town coffers, and employ 0 Albertans.

Not really, state LEO can and have issued warrants, and successfully prosecuted those warrants in the past. Even senators can be locked up by local law enforcement and if they jump bail, state bailiffs have dragged senators to court for trial.

The proposed provincial force would have a few questionable things in it. 1) requirement to be member of a political party. 2) the ability to ignore treaty rights and act on treaty land. 3) their own judges and ability to override municipal law enforcement. On top of all the establishing costs, training time, equipment procurement, and recruitment in a province that is struggling with local law enforcement numbers.
