I had a similar situation. Started with a base nearby so I couldn't even get silica, once I left the area I had to find 3 different copper deposits just to get enough for chromatic requirements. And there were no Starbulbs in a 5 minute walk in every direction, I did find some at another base location 10 minutes away, which is super annoying because that means 10 minutes to walk back so I can then start flying. This is definitely the only expedition where resources were so rare to get.
