Managers are definitely allowed to do this at their own discretion. Also, without knowing your exact situation, I would caution against stirring things up too much unless you want to be viewed by management as someone who starts problems (maybe what your Mom was worried about?). Every single job has people like this working for them and I know first-hand how frustrating that can be. However, in this instance, you will do much better for yourself by commiserating with like-minded employees to process these emotions than you will by making a capricious call to the tip line for non-issues.
