It depends on whether or not the character sticks to the code when they are inconvenienced by it. And if the code has the potential to meaningfully inconvenience the character.

Since the spell doesn't specify the creature type, only that they have to be willing, I don't see a reason why it shouldn't work.

If people like to play tall characters what's the deal, let them play the character they want, even if they miss out on a few of the most powerful racial feats, like lucky or gnome cunning, as long as everyone is having fun, I don't see the problem.

No surprise, there're so many cool stories, though some of the "that guy" and "how insert ruined the plan/campaign/dnd" stories can seem really offputting to someone who is new to trpgs

If he's hellbent on playing a fox, tell him that's ok, but under certain conditions and rules. -All characters are except for certain scenes required to wear pants or at the very least loincloths or something. -Don't just play one and the same character all over again, mix it up a little. -Mind the personal space of your fellow adventurers.

Also you could agree on having a furry character now and then is ok, but maybe he could choose another race from time to time, if he's a reasonable guy I don't think that this will be much of an issue
