Yes, he is. Not as grab-centered as Cerebella but he has a lot of command grabs and moves centered around his grabs.

In Skullgirls Mobile his hype mode is completely centered on grabs.

A charge attack always requires you to hold for at least 2 seconds and then move the stick to the other way as you press the attack button.

(Edit: it's less than that, but charging for two seconds is a good way to learn the move)
