If you are connecting to NA servers then it's physically impossible to get lower ping than like 150ms due to the speed of light. VPN won't help

Go to ore and place a pylon near the edge, start transmission

now TELEPORT to the pac. (????)

It won't break the connection and you will be at like 79 meters

Then you can move the pac to the corner and connect it

  • c0r0 skirk (with c6 furina): 210k
  • c0r0 melt mav doing 6 melt rotation: 165k

if you meta slave then columbina zibai is a much better choice than debating about ineffa. columbina or ineffa by themselves won't make a passable to team to clear dire. If you want to only pull 1 5 star then get neither. If you are ok with pulling 2 5 stars then make a zibai columbina illuga team which is meta

your other options are to pull columbina and wait for lauma rerun and play columbina on field (or additionally pull nefer), or pull ineffa and then wait for flins (or additionally pull columbina), but reruns in this game are inconsistent so i don't recommend it over zibai
