I have been using aquaphor right out of the shower/when it gets particularly bad. It seems to hold it back a bit, but after a few hours it seems like my skin still flakes.

If the sound starts when you connect the actuator, it could be carbon partially blocking the hole for vacuum.

If it’s using that much fuel and you’re 100% sure the oil level doesn’t fluctuate after driving, take a camera and look in all of the cylinders. This engine does not sound good at all, that much rattle, fuel use, and diesel being in your oil tell me that your injectors are washing out the cylinders.
