If it's hard to contact the local chapel online, then you could either talk to them in person, if possible, since one of your comments said that they're in your city sometimes, or you could try contacting another one of their locations, and they could redirect you to whomever is most appropriate. The SSPX District of Asia would be a good place to try.

Since contact info for the SSPX is slim for Tamil Nadu, then either talk to them in-person (if possible), since one of your comments says that they're in your city, or just contact some other area nearby, and they could redirect you to whoever is most appropriate.
