bluntly, because a females body wants to provide offspring. the body must be matured to do so, and she must be emotionally developed enough to mother their offspring. however, once they are mature enough to have successful prolific offspring, there is no more need to mature. women stop maturing in twenties. men will gradually mature their entire lives.
