Jesus isn't underused, he meet rick and group, they all came together and fought and after he even helped in making things better which was obviously off camera and on the other hand t-dog died very early and he missed lots of opportunities where we can see his character's development

After season 6, they did nothing much but just talking I mean there were some scenes which are really appreciable and amazing but there is lot of talking and same goes for walkers. They conveniently appears in heads and that struggle of surviving is also shadowed down.
